you cant 'order' an economy, this is the joke behind the entire story. And putin is a bona fide dictator, he may not be Saddam/Assad level dictator but he doesnt need to be. He's a "Chavez" style dictator, controls all power levers under an illusion of a democracy. Corruption is same as old days and there is no independent Russian media anymore. This is why dictators think they can 'order' an economy to become something different and more productive.
this is the same old story as always, they dont realize that without genuine democracy and rule of law, an economy will never become modern and efficient, it will always need someone to 'order' it to do something. Capitalism is driven by invention and openness, not top-down orders and Putin kleptocracy that is modern Russia.

What is wrong with the article? All he is suggesting is for further emphasys on privatization, as well as higher incomes, economic diversity and increasing Russia's investment climate. Because he said it, it is wrong?
Western economies are simply put - stagnating; living standards have barely been improving over the last 10-20 years.
Now look at China. Russia too for that matter.
Anyway IMO Russia is heading towards Rule of Law and 'Democracy' (not that I believe it really exists anywhere, other than maybe a few small European countries) in fits and starts.
Nationalisation is the last thing that will happen. Putin has in fact stated that he intends to privatise many currently state-owned companies such as United Aircraft Corporation, Shipbuilding, etc...
