Luftwaffe was activated in 1865.

Wouldn't surprise me. I picked up a German backpacker a few years ago and he was stoked to know he wasn't legally obliged to carry ID in Australia. We may be bogans over here, but we are free bogans.
That's an urban myth in Germany. You only have to posses one and are not obliged to carry it with you. Such things happen when your population is of the anticipatory obedience type
But it is true that the government at all times wants to know where you are living.
