Well factually it wasnt there back then. It was other organization. Luftwaffe was officially created in 1935.
There was the Royal Prussian Air Arm
And the Royal Bavarian Air Arm
And the Royal Württemberg Air Arm
And the Royal Saxon Air Arm
And the Royal Baden Air Arm
And the Imperial German Naval Air Service.

Not really. The Idflug and Idluft where subordinates to the ILuK. Just later the Kogenluft appeared and I'm not sure if it was a real autonomous air force then. I suppose it was still heavily relying on army and navy structures.
