When Israel controlled Sinai there were no security concerns with the Bedouins. I've been the for long periods.

I'd be curious to know how a Bedouin autonomous state (I take serving as a buffer state as well) would align itself between Egypt and Israel, even if Israel is sponsoring them.
The Bedouins have seemed relatively neutral (or maybe antagonistic/opportunistic towards both sides) on the whole issue.
Bedouins in Israel serve in the IDF, they are very proud and free people who respects force. I think they respect us more than they respect our southern cousins. But is just my subjective opinion.
The thing is they make big money with contraband, along with Israelis lowlifes, and of course smuggling weapons to the palis. I think we can agree on a solution with them its all about money.....
