I agree with this ... and if you notice the old man looks back just as she comes into the picture.. as if he heard the car door open.

And they conviently just record or show what they want to be seen? But, if she was in the car why record her attacking the bike dude? Could his crime be so bad her "attack" is nothing to compare? Could it be their ( the recorders)only film of the "perp?" So they send it in anyway?
