UAVs are getting to the point where they are relatively very small and fairly inexpensive. The command center could be nothing more sophisticated than a cop sitting in front of a computer with a joystick and extra keyboard command module. Comms wouldn't be too much of a problem, most PD's have it within their budget to purchase all the new equipment required for a UAV. They would just have to make the choice between having a UAV this year, or replacing a couple of Crown Victorias with Dodge Challengers as part of their yearly budget (Dodge Challengers are crap btw, so theyd best stick with the Vics). As for Crew, it would be a cop trained to use it, making the average salary of a police officer.
