Electricity always tries to find its way back to the ground. Why people get electrocuted is because their bodies (having an easy connection to the "ground" and being made up largely of water, among other things) make a much better path for electricity to run to than thin air (which is very bad at conducting stuff in general). For this reason, for example, high power line maintaince workers do their work out of a helicopter. Its also why electricians are encouraged to work with only their right hand if possible - any shock will avoid your heart on its way to the ground, and thus, your heart won't stop beating for example.
