Not the best year for russian aviation
Yes, it's designated by Russia as an aircraft for Open Skies missions, but that doesn't mean that it has been approved by the other OS signatory nations for that purpose.
Last I heard (admittedly, it's been a while) there were issues with the digital cameras that were being installed in the Tu-214. They were thought to be a bit too good for Open Skies surveillance.
Looks like fuel tank caught fire after the area in front of it gave in.
Speedy recovery to the injured. Burns are the worst.

Russian Kommersant suggested it should be "a secret test" of an unauthorized digital equipment. The screenshot of the article here. Nothing comes up on English yet on that. The airfield is sealed, planes grounded and Russian team rushed to the Czech.
