In my understanding Kansas government is being proactive instead of reactive. They try to foresee the problems of the future and act upon willingness of the populace. What is wrong with that?
I don't think it is proactive at all, it is reactive. What they should do is explain why it is a moot point. It seems to be as pandering to hysteria. The Sharia Law paranoia has been going on for some time. The way to resolve the fear is not to cater to it.
