    I guess the speaker of the house of his state legislature handed out a rather large bill not 30 minutes before the session started. And the members of that state legislature were supposed to vote on that bill. It's a pretty f'd up way to run a gov't.

    ... there is a Consent Calendar/Session Day Order/Hearing Schedule/ what ever, that does not fit with the 30 minutes shabang. As said before, most probably the gentleman had a politically motivated fit and most probably DID NOT followed the ad hoc commission work. Because he was not OK with the policies.

    Speculation or do you have info the local papers have missed ?

    If you simply find this hard to believe then you haven't followed politics in my great state, where the Governors make the license plates.

    Governors might do a lot of ugly stuff, but procedures cannot be shat upon JUST like that. IT is maybe the easiest way to fvck up any bill that you might want pushed around. Or then all your Reps are unfit for their job.
    In both cases, makes one wonder about what exactly works in the US political system.
