Army has a decent open water transportation fleet.
I thought the Army turned over all of its vessels to the Navy a couple of years ago.
Ethier the vessel's charts that would have all the reefs marked weren't updated or someone on the bridge made a navigational error . or misjudged the depth of her draft that resulted in her hitting a submerged reef ..
That was just the HSV...I figured out why we did that...the Army decided not to develop an amphibious landing capability.
They keep talking about it, but hasn't happened. Funding's a sticking point, Army wants to loose the hulls but keep the funds, Navy only wants the hulls if they get a funding bump to cover them. The tugs will probably be retired and replaced with MSC tugs, eventually.
I'm going with navigational error, seeing how The Monterrey hit Humpback Rock. It only has a light on it and is marked on the NOAA Nautical Chart.
Why didn't they head for Queer Island? It's was 3 miles closer. Why do they call it Queer Island? I don't understand the sailing breed.
