Why would Iran want to use a nuclear submarine?

Attack submarines: US carrier groups are well trained to counter such threats. Midget submarines are probably better for that.
Ballistic submarines: Well, get the missiles first! Put the missiles on a large diesel.
Underwater incursions/smuggling/surveillance: For this it would be good but a large diesel would suffice.

The thing is that (good) nuclear submarines are expensive (research, build, maintain, run) and that's before taking the infrastructure into account. Using the same money to strengthen other aspects of the armed forces would seem better to me (like build/copy more Kilos).

And why would they need a nuclear powered submarine?

I doubt they will build a nuclear submarine. The announcement of this project should probably serve to justify Uranium weapons grade enrichment to allegedly fuel the reactor of the submarine.

This is the only possible peaceful use for weapons grade Uranium.

To what percent is enriched the Uranium powering the Russian icebreakers, "power-generators-ships" or surface fleet ships.

If you want to claim you need highly enriched Uranium to power ship reactors, at least claim you want to build a "power relief" goodwill ship or something. Sounds better for PR than nuclear submarine.

As long as I know, US Navy subs are fuelled with 96% enriched Uranium. Iran could use this argument to justify Uranium enrichment at higher levels than the 20% it allegedly needs for its research reactor.

They have 97.3% enrichment, GreatBritain too. France has 3 SSBNs with up to 90% enrichment. Russia uses up to 90% enrichment for icebreakers PP.
The high enrichment allows to not reload fuel for decades. The current trend is too make a NPP which could serve 30-40 years and will be simply thrown away after it. You can imagine that encrichment will be at its highest.
Notice, that Brasil announced the same thing.

It's legal under the NPT safeguards. But Iran has a record of violations.

Honestly, I don't see how they will succeed. They haven't even managed to build their own diesel-powered submarine, other than the Ghadir midget submarine.

It doesn't make any sense, not one bit. The Iranians are usually very pragmatic.

Breaking News: Iran has begun to design its first nuclear bomb, the Islamic Republic's Revolutionary Guards-linked Fars News has reported.

The Supreme Leader of Iran Ayatollah Ali Khamenei was quoted as saying Iran has begun "initial stages" of designing a peaceful nuclear bomb. "It is the right of the Islamic people to possess nuclear weapons", he said. "Iran has both the capability and the right to build a peaceful nuclear bomb", he added.
    Just kidding.

It would be the loudest boat in the water. Might hide the sound of their 'radar evading' speed boats. Where is the pro-Iran posters when you need them.

    They need it designed first.

And heck, I can make a statement that I will start designing nuclear subs, it doesn't mean I'm capable of doing proper design though.
