I don't get the article saying russia has no interest to intervene in Syria, the last thing they want is for it to become a islamist dictatorship that will then support the islamist radical insurgency in it's borders. I think Putins just playing it safe, setting up a sanctuary for the elites of the regime and putting more eyes and ears on the ground. Giving themselves the option of assassinations to steer things in the right direction is also a possibility.
