Well is should be a War Grave but who knows will people give it the respect it should have as a Grave or will scrap and souvenier hunters pick its bones.
RIP to those sailors, especially not the easiest death - underwater.

I think there's been a thread about the finding of S-2 on mpnet some years ago as the wreck was found already in June of 2009.

I am fairly confident that it will be respected as a war grave.
As the visibility is usually quite poor and the wreck probably in deep water, it takes special gear and skills to get there.
Btw: Good site on wrecks in Finland and Northern Baltic sea (unfortunately only in Finnish)
