    This is true. That's one of the reasons why we would see some breakthrough both in China's aviation industry and the space program within a decade. In aviation, besides the maturation of J-20, Y-20, and short-medium range airliners, long range airliner program should also start. In space program, we will see the development of the Saturn V class "moon rocket" (130 + ton LEO payload with 3000 plus tons of thrust). It's not a dream. It's the reality.

    Something you "would see", "should also start", and "will see" is not the reality.

    I works as a researcher in a copration owned research insistute, it is really not that hard to find talents if you establish enough base to establish a sizeable talent pool, and then give them chances to develop their skills and experiences and give their money to allow them dont worry about anything else.

    If incredible talents were common enough with enough spending then the American space program wouldn't have been spearheaded by a German that was involved with the Nazi regime, they would have found an equally talented American and ejected the political baggage. Sure given time you're likely to come up with such talents when you're spending money in the right areas but to accomplish what you suggest, even assuming funding starting from 1992, would be extraordinarily challenging. Honestly the best China would realistically be able to do in that sort of time is replicate the moon landings, Mars is beyond what any nation can manage within two decades thanks to the major technical challenges that are present in a Mars mission that aren't present in a lunar landing.

    Don't kid yourself in thinking that the space race was merely a matter of money and resources spent, some of the best engineering minds of those decades were involved in getting to space.
