As Bee stated, the Chinese mentality at least at that time was the logical extreme of the philosophy that they would always have reserves.
Especially considering that an agrarian lifestyle was still more common and much more preferred; plus there is the view that China is a big place and that they can bomb all of it.
Not to mention that even with the result of Hiroshima/Nagasaki, the effects of radiation were not yet fully realized, especially the fact that it can spread depending on the air currents.
