    At least 99 people have been killed after flash floods caused by torrential rain swept the southern Russian Krasnodar region, officials say.

    Russian Floods’ Survivors Blame Authorities As Death Toll Tops 100

    Residents of the southern Russia’s city of Krymsk, the most affected by Saturday’s severe floods, blamed authorities for opening reservoirs what as they say could have caused a sudden wave of water that had swept the city.
    “Reservoirs in Krymsk have been opened at night. No one had warned the people about it. A half of the city has been flooded, a lot of people have been killed,” Bogdan Tolchek, Krymsk’s resident, wrote in his blog.
    According to the latest information, Russia’s worst flood in decades killed at least 103 people and injured 91 in Krasnodar region with the majority of the victims died in the town of Krymsk, the Interior Ministry said.
    Irina Kizilbasheva, a journalist from the local TV channel told the on-line news website Gazeta.ru that there was a powerful stream of water that had swept Krymsk overnight.


    “People are distressed, they say that no one had warned them about the flood. We have found several streets where people’s corpses were lying on the ground…” Kizilbasheva said.
    The regional authorities however called the people’s claims “a complete nonsense.”

    “It’s a complete nonsense. It’s all rumors. Unfortunately, word of mouth is quicker than the official information,” a spokeswoman of the Krasnodar region’s governor told the Ekho Moskvy radio station, adding that there are no any reservoirs on the territory of the Krymsk district that can be opened.
    The spokeswoman also dismissed the information that the authorities had not warned the residents about the possible flood.
    The residents just did not want to leave their houses, she said.
    Those people whose houses have been totally destroyed by the floods will receive 100,000-ruble compensation (about $3,000), Russia’s Emergencies Minister Vladimir Puchkov said on Saturday, adding that 50,000 rubles ($1,500) will be paid to the residents whose dwellings had been partially-destroyed.

    Well... safety procedures are written with the blood of victims. I can not judge if keeping the water reservoirs closed wouldn't cause worse disaster. Anyway it's hard to say how much time left to make warning possible.

    Rest in Peace to the victims. I hope that survivors will find professional aid both material and psychological.

    Authorities denied that reservoirs were opened. Governer said that rainfalls volume was 5-months norm.

    PS. Many people died because of broken electricity lines fall into water, not just floods

    I would guess that they opened the damns to keep them from bursting.

    My wife and my children went to the region just this week. They are in the neighbouring rayon, though. But we often drive through Krimsk by car or train while staying in Russia for vacation.
    My condolences to those affected by this tragedy!

    Death Toll in Floods-Hit Krasnodar Region Exceeds 140

    The death toll in Russia’s southern Krasnodar Region, hit by disastrous floods, keeps rising and has reached the number of 141 people, a spokesman for the Interior Ministry said on Sunday.
    Earlier reports said that 130 people were killed in Russia’s worst in decades floods that affected several cities and residential areas in Krasnodar region, including Gelendzhik, Novorossiysk as well as Krymsk, a town with the population of 57,000 people, located some 87 kilometers (54 miles) from Krasnodar.
    “As of 1:00 a.m. Moscow time [9:00 p.m. GMT Saturday], the number of victims in the town of Krymsk climbed by seven and stands at 130 people. The numbers of victims in the cities of Novorossiysk and Gelendzhik remain the same at stand at two and nine respectively,” the spokesman said.
    The Russian Interior Ministry said that policemen involved in relief operations in the worst-hit town of Krymsk rescued 150 children.
    “Up to 600 policemen are working in Krymsk and they have rescued some 300 people, including 150 children,” the statement from the ministry said.
    Krymsk district was swept by the flood on Friday night when most of the people were asleep.
    The governor of Krasnodar region, Alexander Tkachyov, has declared July 9 day of mourning for victims of the flood.
    In 2002, over 60 people were killed in floods that hit Krasnodar region in January during the abnormally warm winter.
    Putin Arrives In Floods-Hit Krasnodar Region

    Russian President Vladimir Putin arrived in Russia’s southern town of Krymsk, the most severely affected by floods that hit Krasnodar region on Saturday killing over 130 people overnight.
    Putin who has just held an urgent meeting with the representatives of the all services involved in search operation and tackling the consequences of the disaster, left for Gelendzhik, the Black Sea resort city that was also suffered from floods.
    Over 130 people are reported to be killed in Russia’s worst in decades floods that affected several cities and residential areas in Krasnodar region, including Gelendzhik, Novorossiysk as well as Krymsk, a town with the population of 57,000 people, located some 87 kilometers (54 miles) from Krasnodar.
    Apart from the president, who has made a surveillance flight above the flooded territories, several ministers and the head of the Investigation Committee, Alexander Bastrykin, arrived to the affected areas.
    Krymsk district where 123 people have been killed, was swept by the flood on Friday night when most of the people were asleep, RIA Novosti correspondent reported from the spot.
    The abruptness and ferociousness of the flood triggered rumors that the disaster was caused by negligence of the local authorities who had allegedly opened the Neberdzhayevsk reservoir to prevent it from overfilling because of the heavy rains.
    The claims were echoed by the statement from Russia’s Yabloko party, whose head Sergei Mitrokhin said on Saturday that it was the emergency sluice opening system at the reservoir that had caused the tragedy.
    “The activists of Yabloko’s Krasnodar office have found out that the abrupt water rise in Krymsk last night was caused by the emergency opening of the Neberdzhayevsk reservoir…The residents have not been informed about it,” Mitrokhin said in a statement.
    The Krasnodar region’s authorities dismissed the claims, calling them “an absolute nonsense.”
