    So, I went digging.....
    Indiegogo is like kickstarter but not as nearly well thought or run.
    Troopinterest.com does not appear to be what it represents or its very lacking in focus.
    The domain was registered on July 3, 2012. However at various times these things are said on the site or on Indiegogo:

    TroopInterest.com - A site that allows us to show our support and dedication to our service men and women in uniform, government employees and even contractors overseas. A centralized site where our troops can request needed care package items, money, and services to lighting the load, and help themselves and families in these critical times

    TroopInterest.com is going to be a social / support Networking site to cater to the needs of our Military men, women and families.
    TroopInterest.com will be a centralized Social Networking site to cater to Our Military, Government employees, contractors, and their families in need of support. Our Troops will have access to tons of care packages, money, and support services (Lawn care for [...]
    Most of the posts have nothing to do with caring for soldiers or their families.

    For funding they/he is asking for $10,000 initially and says:
    The Money will be used to get the site fully functional and also provide over 1000 care packages that our troops can select from.

    So here is my conclusion.
    $10 per care package or less is not much of a care package and that includes no money for the site. Some of the English in here is a bit odd, strange grammar, strange nouns. Either its very poorly thought out or its a scam. Either way it deserves no money and requires a lot more proof of its intention.
