1.In Imperial/Soviet/Russian army woman are not liable for mil service. in red army (WW2) woman were volunteers, or recruited if, during peace time they have profession, which could be used in army during the war. Here, seems, she was traffic controller in peace time, and was recruited to rear services.
2. for russians she is iconic, because it is very well known footage, used in a lot of movies, or documentary sets of war.
