Actually it's not all that unusual for a company to bid on a contract, then have to go out and try to hire security personnel. I remember getting stuck in Texas for two weeks because my employer didn't have anyone qualified to fly out and relieve me (as the guy that normally rotated out went to work for MPRI). Or the company that took over the contract, not having a SINGLE person hired before they won the contract, and having them scramble to hire all of the guys that were already working the security detail, as well as offering active military personnel positions once they left active duty.
