The unelected officials are the convenient fuses that can protect the elected ones from any unexpected jolt, that's for sure. And since we are civilized, the sacrificed official is usually given a less-visible but still-remunerative job to compensate for his public hanging.
Ok you folks in NY are sick fed up of Mr Bloomberg so I hear that Eliot Spitzer would not rule out a return to an elected position.
It really depends on the municipality. US cities practice just about every form of local government you can imagine.
Be careful with all-caps proclamations of the TRUTH.
Studies have indicated various health benefits that correlate with breast feeding. Studies also show a strong correlation with wealthier/better educated mothers & most of those same benefits. When you account for the latter correlation the initial one isn't nearly as strong.
In other words if your mother is a rich PhD who raised you on formula you are probably going to be healthier than if she was a poor high school dropouts who breast fed you.
Mayors here do not function the same way they do in the US. They are not the 'head' of the municipality, which is the Council. They are appointed by the Crown(read: Cabinet, in this case advised by the local Council) They're primarily responsible for quality control of administration and have powers in the realm of public order and security, such as being in charge of the local PD. The municipal council as a whole has far more power(including the power to impeach the mayor) and is elected. The idea behind this setup originally was that a mayor of city X did not necessarily have to be a local and his appointed nature rather than having been voted in would lead to more impartiality rather than favouring his or her own electorate. There have been voices to make the Mayor an elected position as well, but experiments with non binding election referenda in a number of cities proved dissapointing, and the required constitutional amendment did not make it through the Senate.

City Hall has taken the clamps off of a free vibrator give-away by the Trojan company, granting the s3x-toy makers the proper permits for their promotion.
The vibrator bonanza — in which the company plans to give out some 10,000 free s3x toys — will start at 5 p.m. today on the south side of 14th Street between 9th and 10th Avenues.
The event is scheduled to end at 7 p.m.
