I don't like OMON (or police in general), but Western sources are too much biased to provide a credible picture.
The video was filmed in the summer of 2003 and originally surfaced on the internet Aug 2005. It created a big stir at the time as many thought the video was of an actual military/police stop, and thought the punched man died immediately after.
The video was staged by a soldier who had just bought a new camera phone and wanted to make a stupid video. They knew the man who was punched.. supposedly someone that worked part time near where OMOH were stationed. So the video was set up, the punch was real, but the man didn't die and was later interviewed by the media.
The soldiers in question were dismissed because of the outrage the video created at that time.

I must correct myself, he (Konstantin Michailov) is already sentenced for life imprisonment. His case now is in revisions of appeals stage.
Other members of OMON group that directly committed execution are Cheslav Mlynik (commander of group), Andrej Laktionov and Aleksandr Ryzhov.
BTW Aleksnadr Ryzhov is sentenced for 15 years imprisonment in Russia for criminal activities not connected to Medininkai case.

The OMON are not a special operations force and as such, are not subject to anywhere near the level of psychological and physical assessments used to select RF SOF, or the subsequent length and quality of training. The latter forces are actually rather very rarely shown in the media despite the confusion and over-use of the generic "spetsnaz" qualifier.
