    In this paper the well-known foreign expert on the Russian Aviation Alexander Mladenov (Red Star Rising - Air International, May 2012) examines the state of and prospects for the Russian Air Force, and as an information occasion used one of the last interview with a former Air Force Commander Alexander Zelin, given to them by March 16, 2012 .

    Short Summary:

    weapon system changes

    * 120-140 SU-34 (replacement for SU-24 in year 2020)
    * SU-34 equipped with new long-range missiles with nuclear warheads ( complementing the TU-22 bombers) as well as new AGM/ARM/ASM

    * upgrading programme for SU-24 and some bombers
    * purchase of overall 96 SU-35 ( 4 delivered and in test phase)
    * purchase of 30 Su-30 (decommissioned in 2013-2015)
    * purchase of 50 Suchoi PAK FA / T-50 (completed until 2020)

    * Currently 252 MIG-31, 100 of them are supposed to keep in service (upgrade to MIG-31BM - long-range radar, new aam )

    structural changes

    * in 1990-2000s problems with regular training of pilots because of shortage of fuel
    * statistics: in 2011, average flight duration for one pilot was 90 hours
    -> today, pilots must have 100 hours per year, in near future: 130 hours per year
    * change in motivation: change in salaries - since early 2011, there is a threefold increase of wages for the crews

    *article mentions the transfer of the tactical aviation of the army air corps to the russian air force command structure
