It occurs to me that years ago in Iraq, there was a push to have tribal elders and family vouch for recruits for the IP. The theory was that if they risked disgracing their family, tribe and respected members of their community they would be less likely to commits acts such as these. Does such an effort exist anywhere where members here have experience?
