Yep the oil reserve is for a national crisis, like if someone closed the straits of Hormuz, or if there were terrorists attacks on oil tankers etc. Oil reserves not intended to lower gase prices prior to the presidential election to boost the incumbant vote. Sheeeez!

The Keystone XL project is a can of worms and it's impact on petrol prices at the pumps if fully completed may have been negligible given the crack spread from tar sands and the fact that the Chinese are willing to pay more per bbl than US refiners who incidentally benefitted from a $25 bbl crack last year in the Mid West. The present US oil output is rising fast and with strategic reserves above the mandated 90 day level there can be little harm in releasing a portion of those reserves to suppress prices.

Isnt the first time nor the last a release of reserves has been done. Pretty much every time since the 1990's when prices jumped theres been talk of releasing the reserves to help. Reagan did it in 1985 as a test case(1,100,000 Barrels), Bush 41 did it in 1990-91, Clinton did it in 1996, 97, 98( Including 28 Million barrels for deficit reduction), 2000, Bush 43 did it in 2005, 06,08, Obamas gonna do it and has done it last year.
Just spitballing here but if we actually put in place an energy policy that took full advantage of our natural resources combined with increasing our research in alternative (including natural gas) we wouldn't need to do this crap to save someone's (anyone's) political bacon.
Taking full advantage of US natural resources and alternative energy research do not go hand in hand due to self interest and some folk have suggested that successive administrations putting the brake on oil extraction is stacking the odds of the US staying in the geopolitical top dog position, some might say a trump card of sorts. The facts stand however that the US and Canadian oil industry is expected to lead the world in crude oil production in the next five years.
