    Considering the width of the swath the thing is netting and the size of the ocean, it does not exactly seem like the fishing Death Star. I would be much more worried about illegal fishing boats laying miles-long curtains of drift nets.

    That's not the actual fishing circle (mouth) you are looking at, port side at the stern you can see the cod end being hauled so that the pump can be roped in and starboard side you can see the bag (holds the fish) being secured to the gantry by the lifeline.
    In this particular sea area I don't imagine drift netting impacting fish stocks to the same extent this vessel would, drift nets impact on shoaling fish is negligible in open waters.
