Who takes care of the grave?

Who is it that takes care of the grave of RAF Sgt. Chambers grave?
The grave is once again adorned with autumn flowers.
Someone who has yet to come forward is adorning the grave with flowers even now, 70 years after his body was recovered on the shores of southern Sweden.
That someone took extra care of this grave was brought to attention when relatives visited the grave last summer and found it to be adorned by summer flowers.
Most graves is not given the same care, especially not after such a long time.

Have the EXACT same situation at a graveyard here in Norway.
British sailor floats ashore during WW2, some Norwegian person have been taking care of the grave ever since.
