The Emir of Qatar is a dictatorial a-hole who came to power through a coup against his own father. He also constantly interferes in the internal affairs of other countries.
Makes sense for him to be watching over his shoulder.
Was it the disassembled .50 cal tucked away on that policeman's back that gave you that impression?
