For those too lazy to read it in it's entirety, it proposes to bring a US task force in Judea and Samaria as well as on the Golan to enforce an Israeli withdrawal from those areas, sugar coating it with "improving IDF's defensive capabilities.

one particular passage got me right bad:

track, clearly there would also be a robust American role in implementing the securityrelated aspects of any Israel-Syria accord. Beyond helping the IDF with improving
capabilities designed to compensate for full withdrawal from territory occupied on the
Syrian front since 1967, the U.S. would undoubtedly play a vital role in monitoring a
demilitarized Golan Heights and providing early warning services to both parties. "

I doubt the POTUS would ever gather enough support at the Pentagone to launch such an operation.

But at least it shows us who is about to become secretary of defense, and in what "good" company he keeps.
