Huh? No, against helicopters, ground-to-air. The DAGR was/is made to be used by helicopters, as a cheaper alternative to large ATGMs.
It can of course also attack low flying helicopters.. if you can hold the laser designator on the target. But Hydra(and its warheads) are designed to attack groundtargets. Still, the large(and probably even the small one) HE warhead will take out any helicopter, that's for sure. It reminds me of a video where a Stinger is used in a Ground to Ground role.

If the heat-signatur is high enough of, the target can be fired upon.. you just need a 'lock-on'.
That's not a Stinger missile. Looks like it has ADATS, 2.75 inch rockets and something else which I can't ID. Stinger can be used against ground targets if they can be picked up, but it would be a waste of an expensive missile.This isn't the video I remember.. But it's the same vehicle
You have to take into account the proximity fuze. If it passes close enough from some obstacle it will trigger the warhead. Our Mistral missiles have a proximity fuze off switch for firing against extremely low flying targets so that passing close to buildings or trees will not set it off
I would think this would be a good system for Taiwan to purchase. When you have to worry about lots of landing craft and amphib light armored vehicles swarming your beaches, this would be an inexpensive and effective way to deal with such a threat. The combo of DAGR and Hellfire would do the job nicely.
