Default Did the UN make a mistake for not condemning Iraq's use of Chemical Weapons

During the Iran/Iraq war Iraq was using Chemical Weapons which at the time UN failed to condemn when asked for by Iran . If UN had done so would we have seen better Political relations with Iran and even on the subject of the Nuclear issue would easier outcome instead of it dragging on like it's been .

Doubtful the current diplomatic situation is a byproduct of just that. Besides, why "the UN"? The UN can't do shit if the veto powers won't allow it.
