are there barrel length restrictions on manually cycled firearms in the states? is it only semi's that you need a stamp for if they are under 16 inches ?
If it has a shoulder stock, there are restrictions on the barrel length. If there is no stock, it can be registered as a pistol. It is currently common for semi-auto versions of submachine guns like the Uzi, Skorpion, and .22 LR MP5-lookalikes to have original-length barrels, sans stocks.
If the gun is pump, bolt, or lever action, it still needs an SBR stamp, if the barrel is under 16" in length.

Yes, one could, but it's not necessary, since the barrel is the appropriate length. There are AKs with short barrels and no buttstock available as "pistols".
