    It's called "Schutzweste Spezialkräfte" (armor vest, special forces), you can read the procurement specifications (in German) here.

    The thing is, he's combining insignia of different branches!
    If he's air force, he shouldn't have a beret (in the German air force only airfield security troops have berets).
    If he's army, there shouldn't be small wings on his shoulder straps.

    I'm sure there's some reason for this combination and I'd like to know it.
