Yep, definitely an ACOG, though not the 5.56 version US troops are issued. I'd venture a guess that it is personally owned/bought, but I'm not sure how such things are handled in the Bundeswehr.
As for why, could be the gunner likes it better than the normal sight. Other than that, I'm out of ideas.
They're also not carrying standard issue vests. they look like CIRAS or some copy to me...
