German forces in Afghanistan face combat deployment
The Bundeswehr has reportedly taken a step toward its first combat deployment in Afghanistan. This follows a request from NATO for 250 troops for its Rapid Reaction Force. Defence minister Franz Joseph Jung is expected to make an announcement on the report next week.
SPD defence spokesman Jorn Thiessen suspects that the decision to delay an announcment until after elections in Hesse and Lower Saxony is deliberate.
The Federal Defence Ministry declared last week that the Bundeswehr was studying a request from NATO that it should relieve Norway of the command of the RRF in northern Afghanistan. Spokesman Ulrich Wilhelm announced that NATO would make its decision at the end of January.
Speaking in Brussels, former Bundeswehr Inspector-General Klaus Naumann criticised the restrictions imposed on German forces in Afghanistan. He called for the extension of the Bundeswehr’s mandate to allow the deployment of its 3,200 troops to the embattled south of the country.
Rear-Admiral Axel Schimpf used his inaugural speech as Commandant of the Rostock Naval Headquarters to predict that the German navy would in future be deployed overseas more frequently, and that ground forces would need naval support in logistics, medical supply and point defence.

I've conversed about that with Mr. Arnold and I must say from what he has told me the mandate of the parliament is pretty strong and simply reflects the common ISAF ROEs without any caveats. The MoD, probably on the governments request, has watered it down though.
