Well not really, T-72 also will be retired, the primary assault force of Czech army will be around 30 (34?) T-72M4, that is not even battalion, and still totally incompatible with allies. The could buy some second hand Leos for same money. Whatever.

thats what I meant, the upgraded T-72.

what they need is several battalions of T-90's.

Czech army has 214 T-72M1, 28 T-72M4CZ and 2 T-72M4CZ-W. T-72M4CZ equipment, powerpack, electronics, communicate tools are totally compatible with NATO standards, only gun barrel callibre is incompatible 125mm but with totally new ammunition developed by Czech and Izraeli companies. Czech army planned further 90-100 T-72M1 modernisation and T-72M4 using up to the 2020. There is not plan to make some second hand tank business.
    (btw Czech army has 307 BVP-1, 175 BVP-2, 79 reconnaissance LOS and Sněžka systems on BVP-2, 61 OT-90(BVP-1 with machine guns turret), 173 Dana howitzers, 85 120mm mobile mortar PRAM-L and 8 PRAM-S on BVP-2, 60 122mm RM-70.)

PT-91 would be better , and seriously, what they really need is some 3rd generation Western tank for interoperability with NATO.

Some T-90s are impossible . Czech army don´t want to buy further Russian weapons due to NATO incompatibility and unreliability of Russians companies and government. Note, Czech army haven´t bought new Russian weapons from 1990, new Mi-35 and Mi-171 was financed by Russian debt to the Czechlands, and Czech army specialists have controled a producing of new choppers in Russia, because they have very bad experiencies with Russian work and goverment. For example new Mi-35s of the first delivery in 2004 had used rotors and some equipment, expired antitank missiles... the Russians had to rectify that. The new choppers was got hold under condition to make totally modernisation to NATO standards without Russian companies (new pre-packaged good choppers and huge modernisation is much more cheaper than completely new western choppers) . The second example, in 2002 was signed contract between Czech and Russian goverment about Russian debt payment, Czech army ordered 7 new Mi-35 (now known as the Mi-35 of first delivery) and three An-70!!! transport aircraft in western version finaced by Russian debt. So after 2 years Russian goverment offered only some modernised Il-78, Czech government refused that and proposed ( with NATO chief´s reference) instead of transport aircraft further Mi-35 and Mi-171 delivery with above condition. So, I guess, Mi-35 and Mi-171 delivery is the last new Russian weapons in Czech army for long time, because the rest of debt will exhausted by nuclear fuel for power stations, gas, petroleum and maritime trade ships.

Why couldn't the Russian government follow through with the An-70 order?

T-72M4CZ is judged as on of the best T-72 modernization. And is comparable with tanks of 3rd generation. So i think we don't urgently need new tanks.
