The bird in the background is more of a giveaway. I can't tell if it's black, black and grey, or grey.
A grey bird would be Navy, giving some clue, but again, it's not a possitive.
And the fact that it's a non-combatant excercise at Fallon. Never mind the shoes ..

The background of these look like the same that are in the first photo. It appears to be a Army/Navy joint operation exercise, (Navy and Army birds).

Again, Spec Op guys get a lot of leeway in footwear. Boots have come a long way in a short time. Civilian boots are really good for operations.
I don't know what the new NVG headgear is called. I used the PVS-9C back in the day, not sure what's being used now.
The helo's are the Navy SH-60's I believe
as for the stocks I'm hearing you,I've seen some non SOF guys with them as well,the pics with the Helos,well Leggs is one of the blokes disembarking,so I guess that's another clue...........Great pics anyway
