A bitch who works in the building where I'm a security guard made a formal complaint against me, accusing me of being hostile and threatening, because I wouldn't let her bring her bicycle into the building through the lobby. She has a reputation for being a total bitch, who complains whenever she fails to get her way.

To answer your question, Yes, I would have done that with anyone trying to bring a bike through an office lobby. In downtown Portland, pretty much all the nicer buildings prohibit bicycles from being on their carpets and marble, and everyone knows it. She was trying to break the rules, and when i encorced them, she decided to play "the victim", alleging that I was "in her space" and "hostile". Whatever....
