You can't compare a horse and a dog with each other. Dogs are predators, horses are prey. And neither snap at you "for absolutely no reason at all". Horses have fits because they get scared of **** all the time. A strong willed dog will snap at you if you compromise your position as the leader, a dog will test you and you have to be able to take it, you chose that breed and you need to be able to handle it, and show the dog its place. If the owner is out of control and unsure as a leader, the dog can sense it, it makes it nervous and scared and that makes a dog aggressive and unpredictable. Which is why these dogs should not be left in the hands of inexperienced owners. And that is where the problem lies, the owners.
Guns don't have free will, but the people who use them do, and people are by far harder to control and train to obey you than dogs are.
