Do stuff to people's pets and hope they don't catch you. Some might be offended by dropping a water balloon that weighs as much as the animal -- and thus could maim or kill -- even if said creature was not his 'property' and kick your sorry ass.

Well, I'm mainly just winding you up, but honestly I don't view giving a cat a shot with the hose as 'cruelty' as much as an unpleasant reminder to stay off my car. I'm also having a hard time believing a water balloon would 'maim or kill'.
