it does, but don't ask me exactly how. The old nobility didn't really care about our modern nation states. "Dutch" is a pretty old word and it comes definetly from 'deutsch'. Think about how our countries looked like 300 years ago: Hundreds of pieces (Flickenteppich) of aristocratic "governments". Who's 'deutsch' and who not wasn't that clear as it is today.
