    Default Personal question about promotion system

    Not like the United States or United Kingdom, etc, the Russian Federation general officers are not be promoted to rank of General of the Army (or Admiral of the Fleet) immediately unless they assume positions for officers with rank of General of the Army: for example, current Russian Air Force Commander-in-Chief Alexander Zelin is still Colonel General. Also, Ground Force Commander-in-Chief Alexey Maslov was promoted to General of the Army two years after he assumed his current position.

    Is there any special regulation for the promotion to General of the Army/Admiral of the Fleet which doesn't concern their positions?

    4) I have no idea what the "Senior Technician's" rank or function was.
