Not entirely correct, KOPASKA is a bonafide CT unit and CT is part of their official tasking and the main difference between them and DENJAKA is that KOPASKA is attached to either of the navy terratorial commands (KOARMABAR and KOARMATIM) whilst Denjaka is centrally controlled under the Panglima TNI (Admin and Log: DANKORMAR, Training and Coord: BAIS) and only the Panglima can activate DENJAKA.
Besides CT, KOPASKA is also tasked with other UDT/SEAL type taskings such as beach recon, combat hydrographic survey etc. They are also tasked with VIP protection duties, many times working along side PASPAMPRES
DENJAKA however, is designated as the primary CT unit for the Navy and almost fully concentrates on that alone.
Regarding TAIFIB, you are a bit incorrect in that it used to be called KIPAM up untill the late 90's but now its official designation is YONTAIFIB. There are two yon's and each of them is attached to either PASMAR 1/ PASMAR 2

I wouldnt say TNI has to many Special Operation Forces (SOF), its just unlike USSOCOM, our units were not built for interoperability and does not have a central chain of command. Thus turf wars and toe stepping quite often occurs.
USSOCOM for example, has all branches of service under their command, and most branches has two or more representative:
USAFSOC: Provides air transport capability for USSOCOM through several air wings
USASOC: Rangers (light infantry), SF (FID, UW), 160th SOAR (Rotary Wing Transport), 4th POG (Physcological Ops), 95th CAB (Civil Affairs) etc
USNAVSOC: SEALs (DA, UW, etc), SDV (Underwater Delivery), SWCC (Riverine and Small Craft)
USMARSOC: MSOB (DA), MSOAG (MTT, FID), Support Group, and Special Ops School
USJSOC: Handles special missions for SOCOM with units such as CAG, DEVGRU, AF STS, and ISA
As you can see, there are a plethora of units within the US SOCOM but each are tasked with different taskings and dilineation of AoR is quite clear.
Perhaps Indonesia should move towards that direction so there isnt much pissing contest going around.

Kopaska; I would say, it's a Navy frogmen unit with additional/improved CT capabilities & VIP protection function. The official Navy CT unit is Denjaka, that's it. As you said, they need TNI Chief's approval to unleash Denjaka which would be too procedural & lots of politic would get involved, such as: why Denjaka, why not Satgultor Kopassus, need approval from different brass desks before arriving on the Chief's desk, etc. Whereas Kopaska is more available on both Navy Fleets & they can be deployed faster within Navy itself without having to be approved by the Panglima TNI.
Paspampres has been always a mixture of TNI Elite Units, including Kopaska, Kopassus, Marines, etc.
