It's a metranome. As it clicks the guy has to go down, then up again on the next click. Hard to do alot of pushups like that. Most of them only got 30 or so last year.

Its a flat surface for doing push ups, so that the mulch below doesnt interfere.
Plus they have to place their hands inside the little marked off boxes. They can't go widearm when they get tired.
