That pic is a comparison of our own BSF Jawan with their Pakistani counterparts Rangers.They are just a paramilitary force.

The weapon is a Type 56, chinese copy of AK 47. Like kunal said it is fitted with a tactical rail attachment. The pakistani armed forces have upgraded their type 56 arsenal with these inexpensive attachments.

Actually, patkas (which also fit into the category of ballistic helmets) are infinitely more safer than any kevlar helmet. All those cool kevlar helmets you see being worn by forces all over the world provide no protection against 5.56 mm NATO round (leave alone AK's 7.62mm). Patkas do.
