I have a vest question as well on that video - why does it say "Spetsnaz Police" on it, instead of "Spetsnaz Militia"?

Also a very bizarre arrest - were the civilians inside police? Were they just stalling for time? Surroundings looked like a typical government office (coupled with paperwork the angry Caucasian was waving), odd place to deal drugs.

In Russia, heroin has became #1 problem in the past 10 years. Those dealers need to be executed, if proven guilty in court. Some muslim and eastern countries, which imposed such laws, have no such problems.
