Apparently Cuba and Venezuela are going to be part of Glonass for military use, as well as India is using it in return to funding further Glonass.

The first Tupolev Tu-204SM commercially manufactured planes are expected to be delivered to customers in 2011.
“The Tu-204SM’s certification tests are expected to be finished in 2010 and the first commercially manufactured planes will be delivered to customers in 2011,” said Yury Ostrovsky, deputy general director and technical director of Ilyushin-Finance Co. holding company.
The first Tu-204SM planes are to be put through certification testing in early 2010, he said. “Then the second and third planes will be built, both to undergo certification testing,” Ostrovsky told Interfax-AVN on Wednesday.
The Tu-204SM will differ noticeably from the serially manufactured basic Tu-204-100, he went on to say. “The Tu-204SM plane will be powered with the PS-90A2 engine, developed by the Perm-based Aviadvigatel aircraft engine plant. These engines have a longer service life and better reliability,” he said.
The Tu-204SM will also have improved avionics and a new auxiliary power pack, as well as an upgraded system of wing control and a digital system of pressure conditioning and regulation.
