To be honest, I think one of the primary goals of the military vehicle/technology addition to May 9th parades is to make common people aware of the modernization going on.
New stuff shown every year now
It's a number of factors. For one it's great marketing for Russian hardware. Also it's about military pride and showing off to the rest of the world, a kind of "dont mess with us" thing. Other part is tradition, except for the Yeltsin years the Parade has been a feature every year since 1945.
