    Geneva Conventions, to which Russia is a signatory, prohibits looting (articles 33 and 53):

    “Art. 33. ... Pillage is prohibited. Reprisals against protected persons and their property are prohibited.
    Art. 53. Any destruction by the Occupying Power of real or personal property belonging individually or collectively to private persons, or to the State, or to other public authorities, or to social or cooperative organizations, is prohibited, except where such destruction is rendered absolutely necessary by military operations.”
    However, in order to understand how this is applied one must look at the intended purpose of the articles, which is made clear by the accompanying commentary (see the link below). Destruction of property qualifies as looting only when it is punitive, wanton, or lacks military necessity—requisitioning materials or supplies by the Occupying Force can be legitimate. Arguably, requisitioning weapons and soft-drinks belonging to the enemy military personnel, while burning up blankets and other supplies, has military justification. It is certainly not the kind of wanton, arbitrary, indiscriminate or punitive destruction of property that was meant to be prohibited by the Geneva articles.

    CSTS Dinamika wins tender for the Mi-28N training complex

    The RF MoD has announced CSTS Dinamika the winner of the open auction for the delivery of the Mi-28N training complex for both flight crew and engineering staff.

    According to the conditions of the auction the training complex includes the Mi-28N FTD and CBT Mi-28N-L for theoretical studies. The complex is to be delivered to Budenovsk at the end of November 2010. Auction results are presented on the RF official site.
    For CSTS Dinamika the contract for the Mi-28N simulator and CBT comes to be the second after a similar contract with RF MoD in 2009. The first prototypes of the Mi—28 simulator and Mi-28N-L CBT developed in CSTS Dinamika have passed state tests in December 2009. After AF certification held by specialists from the Chkalov State Flight and Test Center of RF MoD Dinamika got authorization for the serial production.
