All is good, Kutuzov—nothing to "provoke" in this case.
Geneva Conventions, to which Russia is a signatory, prohibits looting (articles 33 and 53):
“Art. 33. ... Pillage is prohibited. Reprisals against protected persons and their property are prohibited. However, in order to understand how this is applied one must look at the intended purpose of the articles, which is made clear by the accompanying commentary (see the link below). Destruction of property qualifies as looting only when it is punitive, wanton, or lacks military necessity—requisitioning materials or supplies by the Occupying Force can be legitimate. Arguably, requisitioning weapons and soft-drinks belonging to the enemy military personnel, while burning up blankets and other supplies, has military justification. It is certainly not the kind of wanton, arbitrary, indiscriminate or punitive destruction of property that was meant to be prohibited by the Geneva articles.Art. 53. Any destruction by the Occupying Power of real or personal property belonging individually or collectively to private persons, or to the State, or to other public authorities, or to social or cooperative organizations, is prohibited, except where such destruction is rendered absolutely necessary by military operations.”
