    It is not. If you compare the sizes of the so-called "Tiger" and the people around it, you'll see that it's much smaller than it needed to be. Most probably that's the usual suspect: a T-44 plus a lot of tin and plywood.

    I don't know for sure if the Kubinka Tiger is able to drive, but the Kubinka Panther drives, and regularly is in the movie production. And the Sd.Kfz - I don't know where it is from, maybe even from German museums...
